Vacancy: RWI ASIA-PACIFIC REGIONAL COORDINATOR

The mission of the Revenue Watch Institute (RWI) is to improve democratic accountability in resource-rich countries by equipping citizens with the information, training, networks, and funding they need to become more effective monitors of government revenues and expenditures. Begun as the Revenue Watch Program of the Open Society Institute in 2002, and spun-off into an independent operating and grant making 501(c) 3 public charity in May 2006, RWI works with civil society, media and policy-makers in resource-dependent countries to counter the effects of the so-called ‘resource curse’ and enhance public participation in these countries’ economic governance.

The Asia-Pacific Regional Coordinator will coordinate the organization’s research, advocacy, technical assistance and capacity-building for the Asia-Pacific regions, working in close partnership with RWI staff and existing partners including OSI Foundations in the region. The Asia-Pacific Regional Coordinator will be responsible for developing and executing a strategy and accompanying budget for RWI’s engagement in the region. The successful applicant will be from Asia-Pacific and the person will be based in the region, based on the input of the applicant and RWI.

RESPONSIBILITIES

Asia-Pacific Regional Coordinator

· Development of new partnerships and projects with civil society, media and governments in Asia-Pacific countries focused on revenue/expenditure transparency and accountability issues
· Coordination of technical assistance, training and networking to civil society, media and parliamentarians in the Asia-Pacific region around revenue/expenditure transparency and accountability issues
· Coordination of advice and technical assistance to Asia-Pacific governments on extractive sector policy issues, in coordination with other donors and international financial institutions
· Conducting advocacy with high-level officials, private sector and other international actors related to RWI work in the Asia-Pacific region
· Representing RWI in the media (print, television and radio) and at public events related to the Asia-Pacific region
· Writing speeches and talking points for senior RWI staff/board members/donors related to the region
· Developing and expanding relationships with related research and policy projects and institutions in/on the Asia-Pacific region (including Cambodia, Timor Leste, Indonesia, Malaysia and Vietnam), and identifying opportunities for synergy and collaboration
· Managing a budget in support of the above tasks

REQUIREMENTS

· Advanced degree in related field and at least 6-8 years of professional experience in public policy work related to Asia-Pacific
· Proven knowledge and expertise in Asia-Pacific-related extractive sector and development issues, and familiarity with the macroeconomic and structural challenges of oil, gas and mineral rich countries
· Experience living and working in Asia-Pacific
· Excellent writing, analytical, and quantitative skills. Strong ability to communicate technical details to non-expert audiences and the media as well as technical audiences
· Track record of policy dialogue with governments a plus
· Ability to manage numerous simultaneous projects in a fast-paced environment
· Ability to work independently and as part of a team
· Integrity and professional discretion
· Experience managing large budgets and project-fundraising
· Willingness to travel frequently
· Fluency in English and at least one regional language (Bahasa Indonesia, Khmer, Malay, Vietnamese, etc…)

START: 3-6 months
