ENSUING GROSS INJUSTICES.
3. URGENT CALL TO P.M FOR IPCMC – THE ONLY WAY FORWARD
On the occasion of the 200th Police Day Celebrations on 25.3.2007 we congratulate the Inspector General of Police for the peace, law and order the country is enjoying. On this day we also remember and appreciate the many police lives lost in the line of duty in particular that of the former (second) Inspector General of Police.
POLICING THEN AND POLICING NOW
In the early years of independence the dedicated policemen started off on the right footing. It has been reported in the NST in 2005 that a Sikh policeman in the 1960s’ despite having been shot at by a criminal, gave chase and succeeded in apprehending the criminal alive. Even right up to the 1980’s the police force still seemed to have credibility. In this era crime buster S. Kulasingam for example successfully captured about the most wanted criminal ie Botak Chin despite he himself having been shot and wounded at a traffic lights junction ( NST 25/09/05 page 10).
The current day trend however is where every week 1.3 persons are being shot dead by the police. (The Star 11.5.2000) and in every two weeks one person dies in police custody (Malaysiakini 14.10.2003 and NST 15.10.2003). The latest police abuse recorded by us was on 21.3.2007 when plainclothes policemen unlawfully and arbitrarily arrested a Hindu priest, his brother and another devotee for the only reason that they looked like “suspects†and forcibly took them away in an unmarked car. Our fear is they could have been murdered and / or blown up to pieces by the police like in the recent case of the Mongolian national Altanyahu.
Despite the said Hindu priest agreeing to follow the policemen to the police station under protest and pleading not to be handcuffed all three were handcuffed in public, right before their devotees eyes, humiliated and made to look like a criminals. Their urine was tested negative and were released only when their lawyer intervened. (www.policewatchmalaysia.com letter dated 21.3.2007). (Note: The priest suspects that it was the developer who used the police personnell to intimidate and further harass the said priest into abandoning the Setapak Hindu temple which was unlawfully demolished on 8.6.2006 and subsequently rebuild.
Thousands of cases of abuses by the police go on every year with impunity and without accountability and justices for especially the small man. Transparency International gave police the tops in their corruption perception index for the year 2006. News reports are testimony to the alarming increase in crime rate. Yet the police on 20.3.2007 had the cheek to declare a 37% crime solving rate when it effectively is only 5% (refer letter dated 20.3.2007 in www.policewatchmalaysia.com (Please also refer to the proposed Bar Council Resolution tabled at the Malaysian Bar AGM on 19.3.2007 at www.policewatchmalaysia.com dated 21.3.2007 which also details police abuse
resolutions from 1999 to 2007.
Matters have been made worse when in only 0.01% of the cases of criminal abuse of police powers does the Attorney General prosecute. (Ref Malaysian police Report Card 2005 dated 9.3.2006 also in www.policewatchmalaysia.com)
200th POLICE DAY ANNOUNCEMENT BY P.M? IPCMC
We may not have waited for 200 years but have patiently waited since 31.12.2003 when the Prime Minister announced the formation of the Royal Police Commission headed by the former Chief Justice Tun Dzaiddin, himself a former police officer and also consisting of Tun Hanif Omar. The most significant proposal by this Commission was the formation of the Independent Police Complaints and Misconduct Commission (IPCMC) which was targeted to be formed on or before 31.5.2006.
We hereby call upon the Prime Minister of Malaysia on this auspicious day of the 200th Police Day Celebrations ON 25.3.2007 to announce the urgent formation and implementation of the (IPCMC) with independent investigation and prosecution powers and unlimited funding. This is the only way forward towards a fair, just and civil Malaysia. A country is judged not by how it treats it’s tourists but by how it treats it’s (police) prisoners Mr.Prime Minister, we have waited patiently for this long overdue IPCMC. Please do not continue “looking into the same. Everyday scores of people suffer from criminal abuse of police powers as a result of the non implementation of the
IPCMC†Please walk the talk and urgently implement the IPCMC. You will be remembered by Malaysians and would leave behind your legacy.

Last few days, the govt has been threatening the use of ISA on the
Indians who are protesting in a democratic manner.
Let me advice the government that thousands of Indians are ready to be
arrested!
You should get the detentions camps ready as the Indians are prepared for it.
Also remember that the mighty British empire collapsed because of the
Indians.
We, Malaysian Indians, are ready and prepared to sacrifice for the
sake of our future generations.
Prepare for the downfall if you go ahead with the threats! God bless

If you wanna change, change your thoughts, improve your thinking and respect yourself, only then would other races respect us Indians. Lets stoping pointing at others (the police they are elected by us to form a government they are only following instructions by a goverment formed by the people)and look at ourselves from now, the balls has just started, Hindraf has done its job of creating the realisation among indians whom are to learn from many mistakes, eg. not voting, voting blindly, not sensitive to the marginalisation that has encroched into the lives of many indians from Universities to buying of Homes.
