CARAM ASIA - VACANCIES

CARAM Asia is a regional organisation working on migration and health issues. The Secretariat in Kuala Lumpur is expanding and is looking for a suitable candidate to fill the following position of Program Officer- Foreign Migrant Domestic Workers (FMDW)

The FMDW program within CARAM Asia seeks to promote and protect the rights and well being of FMDW including their reproductive health and sexuality, at all stages of migration. It will further work to recognise domestic work as a socio-economic activity and campaign to have it included in national employment / labour laws.

Terms of Reference

1. Utilise CARAM Asia’s domestic workers campaign kit for training of persons involved in this area of work. Assist in facilitation where necessary.

2. Work with CARAM Asia partners to organise workshops and trainings to promote awareness on the rights of FMDW.

3. Strategize and plan campaign / events to meet the objective of the program.

4. Develop advocacy plans to strengthen the rights of FMDW, and work to intervene at intergovernmental processes.

5. Network with other organizations working on the FMDW issue and collaborate to further strengthen the work on the rights of FMDW

Qualifications and Skills

1. Degree in and social sciences or the equivalent. Background on health, gender, migration, and development issues preferable.

2. Fully competent in English with proven excellent communication skills.

3. Ability to keep to tight deadlines and possess strong organisational skills.

4. Have good interpersonal skills, diligent, open minded, dedicated and must be able to work independently.

5. Project management experience will be an asset.

6. NGO experience an added advantage

    I have completed an assignment as the Program Officer for the American Red Cross Indonesia Tsunami Recovery Program, a $167 million dollar development rehabilitation and rebuilding program designed by the American Red Cross with donations from the American public in support of the devastating after-effects of the tsunami of December 26, 2004. The tsunami, which was shown around the world, struck Indonesia and several other countries, resulting in thousands of lives lost, damage to the local infrastructure and the displacement of more than 3,000 communities. Our recovery and rebuilding operation is being implemented in Banda Aceh, Indonesia, the hardest hit area…which is similar to the on-going community and relief programs of other US based humanitarian organizations following Hurricane Katrina.

    I am seeking an executive or other senior level position based in Malaysia. In many respects, though still a post with many opportunities, Banda Aceh is quite remote and the position is an unaccompanied family status post. I wish to secure a US based position that will allow me to be with my family.

    As you will note from my resume, in addition to my current position, I have held similar executive level positions in various area and within the United States. I am willing to travel and relocate within Malaysia and asia.

    During my tenure as Program Officer for the American Red Cross, I have represented the Indonesian staff of the American Red Cross in a number of precedent-setting programs primarily in the areas, psychosocial, disaster management, livelihoods, and external and internal partnerships. Of the $167 million allocated for our programs, we have efficiently and effectively programmed 88% of our allocated funds, with the remaining 12% scheduled to be programmed by early April 2007. I work with our program management team in completing a comprehensive four year strategic plan with annual targets, monitoring plans and deliverables.
    I represent the organization in a variety of public media forums and at strategic management and livelihood coordination meetings.

    I graduated at a time when my native land was devastated by a tsunami. My knowledge urged me on and my focus was to be involved and gain experience, by being a part of the rescue and rehabilitation efforts. Sri Lanka also has a civil war due to terrorism for over two decades in the north and east. In these areas refugees need assistance to be relocated, counseled and given guidance. Hence I found employment in the organizations mentioned in my resume. My work entails me to visit the so called danger zones where we focus on human rights and security issues.
